A citation pasted onto generated copy is not grounding
Grounding has to happen before the sentence is written. If the writer invents the argument first and searches for a link second, the source is decoration rather than a constraint.
The engine supplies a bounded evidence block to the writer, records which material was used and checks that new figures appear in that material. When evidence is absent, the honest output is a claim without a number or a draft that does not pass.
