What changed
AI tool use in small businesses has jumped sharply over the last two years. The U.S. Chamber of Commerce reports adoption up from 23% in 2023 to 58% in 2025. Goldman Sachs finds 68% of SMB owners say they use AI, but most of this is light use, drafting emails, reviewing contracts, or testing out a chatbot. These are not systems that actually run the business.
Meanwhile, enterprises are moving toward real AI agents built into their core apps. Gartner expects 40% of enterprise applications will have task-specific AI agents by 2026, up from less than 5% in 2025. The gap is no longer access to tools, it's having a plan that delivers a measurable outcome. Most operators are still at the stage of trying out ChatGPT, not re-engineering their process for real savings or growth.
